I am sure it's not an IQ issue, but probably a legal definition issue.

For example, they might be taking advantage of a legal loophole. I don't know how laws work in Cali, but for example, wearing a mask could perhaps turn a theft crime into a robbery crime and obviously theft probs wont carry any jail time at their ages. It depends on how shit works in cali
