1. theoretically you could use nmap, map their networks and see if the server is being hosted by cloudfare, if not scan for open ports, find what is being hosted then look at the version history to see what version the things behind the open ports are, then search for vulnerabilities in this: https://www.zero-day.cz/database/ figure out which vulernabilites match, then try these exploits on the forum, if that fails then:

Theoretically, try to brute force with hydra, find admin login panel, type in www.forum.com/admin.php or www.forum.com/admin look theough a few of these to see if an admin panel shows up, then use hydra (I'm too lazy to explain how to but basically it generates a bunch of passwords and keeps trying untill it gets a hit. This will not work if there are rate limits/server is hosted on cloudfare

3. Report it to https://www.ic3.gov/ is your best bet or tell doxpilled or greypiller
