most laws in society have very low amounts of control/risk.
You can run a red light and there's 0.1% chance that there happens to be a cop nearby to see you and fine you for it.

The same with many other laws/situations.

Just because something is illegal, doesn't mean you shouldn't do it to your own benefit.
