Who's gonna vote then? Politicians will encourage subhumans to reproduce, give them token jobs and throw them scraps to get their votes...
Back when Romania was communist for example, everyone had a job, it was even illegal not to work, it was one of the key selling points of communism - they bragged about how they completely eliminated unemployment, also it didn't matter if you were a complete moron, incompetent, lazy, drunk, mentally disabled, etc. - you would still get a job and it was almost impossible to get fired from it. Lots of these jobs however were completely pointless - many people were supposedly guards, inspectors, supervisors, etc. in places where there was no need for them, and they did absolutely nothing all day but were paid equally as all the others.
