That's really sissy in my opinion. Stop complaining and build up your nuclear research programs and develop.
It doesn't matter if they owe you anything, just forget about it and keep pushing forward in development.
Its ONLY a problem if these same European countries are till this day actively keeping a nation idle and stagnant from developing by using cheap tactics like assassinations, smuggling and importing drugs and keeping the total region heavily destabilized so that they dont collaborate and develop with one another and eventually build a nuclear arsenal.
