I despite eye contacts

Me and her always making eye contacts but never talk. It been going for a while. And then 2 days ago i went to the cafe with my friends and i saw her there with her friend, we made eye contact for 2 seconds and then i turned away to talk to my friends (i’m a shycel). And my friends looked at her and then told me that she was staring at me for a long time. But the thing is that i tried adding her the day before, (we only have 1 mutual, and i found her account by a lot of digging) but she didn’t accept my request and cancel it, since she has a private account. Is this girl ragebaiting me?
I don’t have class or anything with her, so i cant talk to her solo because her lmtb friends always with her.

I've been through the same situation; I spent a year only exchanging glances with a girl and never even managed to find her Instagram to try and send her a message. Then, at a meeting we had at school with only the class leaders, she was there waiting, and I commented on how late the meeting was starting and kept making conversation. Afterward, she showed interest, and we stayed at the school gate talking while she waited for her parents. Nowadays, we talk a lot through messages. Just gather your courage and seize the opportunities.

The thing is, I never had that opportunity. Not anymore to be exact, the only good opportunity is when she was playing a guitar alone in the dark, right infront of the building that i live in (she also lives there, floor below me). I was at the same time going to take out the trash with a friend, my friend was telling me to talk to her but i just stand there next to the trash can thinking to myself should i go or not. Then 5 minutes later, a 6’ something asian came and sat next to her. I think he failed tho because i dont see her hanging out with him. Most of the time she just hangs with her friends, I genuinely can not talk to her if her friends are there.
