In the 1970s most people in the Soviet Union could not afford a telephone, and if you had a telephone at home you would be scared to use it because friends or neighbors could report you and you would have to explain where your money came from.
So if you had people who ratted on others just because of a telephone, how much can you trust them? Keep in mind that there are millions who ratted on others still alive today, and most rats are in Russia and Central Asia.
Ukraine is anti communism and more progressive so I think they don’t have as many rats.
