it's probably just not that easy to get a high body count. the three who did a good job were tarrant, las vegas shooter and breivik. all three of them used high caliber guns and were professionals. and they had it planned out well and it worked out + they got lucky. Tarrant for example got jumped by one of his victims and he only had left a couple of rounds in his magazine during that moment.

also many don't have access to these kinds of weapons or don't have the capabilities to train with them. 9mm pistols don't cut it, unless you put half a magazine at close range into someone or get a lucky headshot
