I waited fifteen minutes my face burned I then applied vaseline to my face is the face burning normal

Use a water based moisturizer lol

Burning shouldnt be normal if you have been using it for a while.
Burning means that your skin's moisture layer is damaged and the alcohol content in the moisturizer is burning your skin.
Not that big of an issue, it can be repaired in 2-5 days.

I would recommend reducing your retin-a usage until the burning stops (~ 2 days most likely). Until then just apply moisturizers regularly.
