If your program says do working set at 70 percent of your max for the first 4 weeks and 80 percent the next 4 weeks,

During the first 4 weeks do you keep the weight at 70 percent or gradually increase each week until you reach 80 percent ?

The program just says 70% of your max for 4 weeks it doesn’t specify if I should increase the load each week
