I got a strong feeling averages are inflated

Basically im 182.5cm lowest height (throughout the day) and 185.5cm out of bed
When i went to the doctor he measured me at 183.5/184, right before i went i measured myself 182.5
Same with the army they measured me at 184, i was 182,5
At the army they also measured my neck at 45cm, i measure myself at around 42-43
I cant be the only one, ppl in my army that were listed 182-183 (my height) where quite comfortably shorter than me by few cms
Has anyone experienced the same?
