In most parts of the US ebikes are speed limited at about 21 mph on bike paths. People are getting away with going faster, mostly because there are not that many people doing it. But I suspect as the bikes become more common, there will be an enforcement crack down.
It was only about 2019 that the first ebikes came out, at least ebikes that go faster than I can pedal. I remember getting passed by some fat guy wearing a backpack on a POS looking bike, and I was like WTF? Then as I watched him, he wasn't even pedaling!!!
