i hate my upper eyelid

is there any way to make my upper eyelid like smaller or more
slim to make my eyes more closer to my eyebrows i hate them and it seems worse cause i have such eyebags any advice?

fat grafting or upper eyelid pulling. For eyebags js sleep more and drink more water.
