is it genetical or it is caused by me?
 
Probably just an asymmetry. You have asymmetrical eyes, like a lot of people. I have prominent brow hooding but one is definitely more hooded than the other, it's as if the skin is slightly more floppy. Or could be just asymmetry in the brow bone.

yes, I think under the right upper eyelid there is more fat than left

I think many people have different quantity of fat in the two eyes, then if you have upper eyelid exposure, the asymmetry is more evident

I don't know if surgeons can be so precise in fixing with fat or silicone a millimetrical asymmetry
