Spaniards are grouped in with the Latin Americans as Hispanics, so that's pretty much their race legally. MENAs are classified as white on paper.
In my experience though you could take a random Lebanese and Spaniard and they could have the same complexion/phenotype. But on average, Spaniards are much whiter than the Lebanese.
