Discourse is industry standard and Flarum are also really good if you want something more modern but if you want complete control and top of the top website. You need to comission a software developer and hire a Devops engineer permanently

It's just a userscript. Could accomplish it with Tampermonkey if you really wanted to but for more advanced things it typically revolves around a custom CSS sheet which is then laid over via a browser extension.

Tampermonkey i don't like. It's not very flexible for what you would typically do tbh you'll be fighting the DOM. Most people don't even do css sheets these days. They just go for some component library and call it a day.

Anyone can learn this it's not complicated. What is complicated is the backend parts of the code. system design, data flow, integrations, scaling and it becomes even more when you get into Al pipelines or DevOps .
