I need help

Yo so Im 18,5 years old. Im very late bloomer because i started growing when I was 16, luckily im 6ft ( I know not excelent but decent), i've never been jacked in my life. I've never been overweight. I'm skinny af but I also have more fat than regular guy, I tried lean bulk because someone told me it would be good idea, yea I gained some musclemass due to gymcelling + bulk but I was fatter and fatter and fatter. My dream is to be lean, to not be aware of my ugly ahh Physique. I could go on big cut but i would be underweight and I don't know its a good idea to be underweight in this age when I started growing so late.
Reminder: Im almost 19 and have some hair on chin, I started to growing it 3 months ago, I've been working out at the gym since last year. Someone can help me what should I do? Cut maintain?
