Your maxilla is same tier as rest of your bones. Its okayish normie tier(a bit recessed). However your nose bridge is low, it could probably what could cause a "undeveloped" maxilla look, but it's not maxilla itself.

An overbite = either recessed mandible or both the maxilla and mandible are recessed but the latter is a little more. Your mandible is well developed so for your maxilla to be recessed you'd have to have an underbite
