Negative hooding can create the illusion that you have NCT, the main problem that needs to be addressed is the angle of the supraorbital rims and maybe the infraorbital rims too, probably with implants. Also, if you have a neutral or a negative orbital vector, infraorbital rim implants can help restore that projection. Le fort 3 is a crazy thing to say, no one while perform such an operation to you and there is a good reason for that. I would say Le fort 1 with supraorbital and inframalar implants is the way to go, from what you describing. The approach greatly varies and depends on the individual needs so it's kinda hard for me to help you without pics.
