I really struggle with my hair

Since I've been young I've been struggling with my hair not balding but just have extremely thin. Hair all my life and looks weird and it's wavy and gets frizzy easily and I can't use a leave in conditioner cause it makes my hair look very thin and flat any advice I'm 16 btw
