Frame is very important but it depends what you mean. Wrist size doesn't really matter and in fact smaller joints on a wider frame is ideal aesthetically (Frank Zane, Zyzz, Flex Wheeler etc). What does matter is shoulder width, limb proportions and hand size.

My wrists are 8 inches and my 15.75 inch biceps still looks very small compared to my frame. Muscles on small bones look bigger because of the illusion it creates.

My shoulder width isn't awful and I have a fairly small waist and hips, just don't have large wrists and hands(thin bones). Dick is poor in terms of girth and just kind of below average in terms of length.

Probably was a late af bloomer too, my skull never extremely masculinized until like my 20s.

I saw an older movie today that made me think of this thread, all of the actors had big hands, thick wrists, and decent, robust, masculine frames despite most of them not being tall (And if anything, kinda short)
Meanwhile I look at the kids at my school and myself, skinny wrists, narrow shoulders, and while I wouldn't say that most zoomers have small hands, most of us definitely do get hand mogged by the massive hands of our Gen X fathers
This isn't just a teenage thing, I see the same in many actors these days pointed out here, in colleges...
Maybe I'm just crazy and this is just like the "Why are high schoolers so tall these days?" meme but I genuinely think frame has slowly been shrinking over the years
