Once our government is fundamentally restructured to prevent corruption, irrationality, and all but essential secrecy, only then can we confidently destroy them.

It's under exaggerated. The civilian population should not only be allowed to own guns but armored fighting vehicles(MBTs, fighter aircraft, ships etc) and the right to precur their own fortifications under a legal militia. Any further intrusions on these rights should be seen as a serious offense.
