Sadly you have downward growth but you can fraud with keeping your head a little bit raised ( 100% unpatched method )
Also more Sadly if you want a fix you should do hardmax probably lefort 1. You can cope up with mewing but i don't really think they are any noticeable results if you are pass 11. Especially since your submental area is already tight.
I might need more mewing for submental tightening but I have maspe on so I can't
