Likely LASEK or LASIK. However, those procedures make the cornea thinner, so they can usually only be done once, or maybe twice. He should probably wait until his prescription has stabilized so he can get as close to 20/20 vision as possible.

Some people have very thin corneas though, so they may have to opt for RLE or ICL instead. Those procedures typically aren't performed until people are around 55–60, especially RLE, since the lens prescription it gives you is permanent.

So for people who do LASIK does their eyesight regress back to what it was pre-surgery or why do they need to do it twice?

My eyesight is pretty good but I bombed one of those eyesight tests at school, so I even got a recommendation for glasses. But it isn't aura so I had to ignore it

Well, LASIK is permanent, it doesn't usually regress back to the original prescription. If someone needs it again, it's usually because their eyes naturally changed over time or a small prescription remained after healing. Most people only ever have one procedure though
