I don't really have prominent wrinkles anywhere else under normal conditions, but for some reason have deep neck wrinkles:

those are normal i think but apply skincare routine to neck as well as face

This is genetic, you are more likely to develop neck wrinkles.
Which is not a bad thing, it looks very masculine and dymorphic.

I for example tend to develop nasolabial wrinkles:feelswhy:

28, but will be turning 29 in August. The pic in this thread is from May.

Do you mean graduate from school?
 
I think lack of facial fat pads is really the biggest indicator- you might actually look better slightly less lean honestly

I usually look more bloated these days than in the pic in my OP in this thread. I was also leaner in October/November when my avi was taken.

The closest I could find to myself in a slightly less lean state (while also somewhat younger) would be what I looked like in spring/summer 2018:

People dont realize collagen matters everywhere in the body

In any area you lose it, you'll start seeing the aging effects like arms, hands, feet, neck

Imo you can try applying collagenmaxxing serums on the affected area
 
I noticed I had neck wrinkles to some degree in a pic taken of me at age 13 (you have to look closely though), when my collagen was sky high:
