that plays a role but if they were all equally common so scarcity isnt a factor i think bright blue wins everytime because someone looks so much more soulful with bright eyes, like imagine tobey maguire spiderman with brown eyes that would ruin the movie

It depends on where you live not all blue majority places are the same for example in places like those depressed Russian places you'd see a lot of pale blue eyed blonde hair people and a lot of the time they are skinny and when there is someone tan with black hair from like the Mediterranean they can appear more masculine and less pale if they aren't in the snow for too long making the eye color preference more of an association thing
