I was reading a book about this very topic (architecture related) recently

The way Los Angeles is designed is why it’s most effective to do aerial patrols

Most of the pilots have done so many patrols they don’t give af. Only when a call is reported up to the actually start caring.

It’s also interesting that nasa did a study saying that Los Angeles was best policed via air
