I think the reason why in the West Asians are seen as feminine and blacks as masculine is history

Just think about it:

In the West, there was slavery of blacks, and being a slave is of course hard labor, which is seen as masculine, and so the stereotype of "very masculine blacks" was born.

Later, American soldiers were stationed in Japan, Korea and Vietnam. The American soldiers there slept with many women, which of course lead to them sexualizing Asian women, and the stereotype of "very feminine Asians" was born.

If the Americans would have enslaved Asians and later had wars in Nigeria, Ghana and Congo, Asian men would be seen as the most masculine men and black women as the most feminine women.
