This looked LIKE me before starting exercises and going to the gym, diet etc...
 
Your best optionis reduce the most amount of fat possible, and grow your shoulder as max as possible
Already have decent clavicle length. I'm already maxxing out my shoulders in the gym.
 
And for the v-line? What should I train to make it pop and grow?
just hit abs and some obliques (obliques not to failuire, you will look blocky) but with that you are good to go
