Construct a form of democratized antisemitism that is open to the vulgar masses and then use that to fuel a persecution complex in order to coordinate with the rabbis that want their people to emigrate to Israel (because the rabbis dont want them to assimilate with the dirty germans, ewww icky icky!)

Have rabbit breeding programs, pools, showers, nurseries, opera halls and make sure that its on the average German's dime, bonus points for sending German soldiers to their deaths.
