I cant lifting properly because of my spinal disease but also I can’t cope with my wide pelvis. Is it enough 100 mg t for delts p week. Can I make muscle bigger without lifting or with doing soft exercises or is it better to take sarms?

Plenty of exercises you can do which do not involve the spine. You can hit every body part except legs and abs easily. Hip flexors, glutes, and thereby hamstrings, and abs, will be treading on thin ice.

depending on what exactly his spinal condition is, he can definitely do stairs climbing with added weights for his legs and planks for the core.
 
You should consult with some expert gymcel that specialises in your affliction to make you a program which is safe. There must be some exercises you can do unless you're literally paralyzed.

As far as roids go, yes even completely sedentary people gain significant muscle mass on them but that amount isn't going to do shit unless you're extremely lowT right now. Have you got your natty t levels checked?

Planks are practically useless. Dynamic ab exercises will involve flexion of the spine under load, which I doubt he will be able to do. For legs, since the hip flexors, glutes (and consequently hamstrings, as it preferentially works with the glutes to perform movements) influence
the low back, I'm not sure. Depends on his condition like you said.

It is possible. For example, although the spine is not loaded in the traditional sense when doing, say, a bench press, leg drive means forces do get directed to the spine. If you arch your back to the extent power lifters do, then you're asking for injury. However, I do agree it is very much possible to continue bench-related exercises with a spine injury, even more moderate to severe ones.
 
You would need more than 100mg T to make real gains with no exercise.
