There are already many failed attempts at doing exactly what you've just described. The only 'toy' that comes even remotely close to replicating the feeling of a blowjob is the srsKit milker and it costs thousands of dollars.

Part of the problem is that unlike things like vibrators, suction toys actually require a fairly strong motor. This makes small and inexpensive toys impossible. Furthermore, blowjobs are mechanically complicated which further complicates things.
