Yep, saw them myself at the university - we have Africans coming to Romania to become doctors, engineers, etc. - these guys are usually from richer families and supposedly educated. I noticed they didn't flush, didn't wash their hands, once I saw a guy even cutting his hair in the bathroom sink, then he left it all filled with tiny hairs.
