Gotta do what you gotta do bro. Don't feel bad for those people though. Only people I ever knew that picked up cigarette butts off the floor were drug addicts. If you're homeless and a smoker and not a drug addict, you will still have the dignity to not do that. You'll just ask people for a cigarette if you see them smoking or something.
