It’s not about the size but bigger is always better, it’s about hip to shoulder ratio as long as you aren’t a manlet
I'm 16 and I've never worked out shoulders so if I work out I could widen my bideltoid and with the amount of growth I have left I could easily get to 20+ bideltoid
