Like some girls have blonde hair that looks natural but the hair near the scalp is black or brown. Does that mean they are dying their hair or can roots naturally be darker?

Not all. Amongst scandinavian women its common that they have dark roots too but the blonde color is natural. This comes with natural photobleaching by the sun, so typically they have lighter hair in summer. Photobleaching ability is determinded genetically.
