Now with the use of PEDs it does tend to be the shoulders and traps that blow up more relative to other muscles, some say it's because of the androgen receptors in those muscles which obviously pumping your body through of androgens is going to help with, so I can see you getting a lot of benefit from them if those muscles appear to be "lagging", and it is those muscles that contribute a lot to a masculine appearance, arguably the most important.
However, I would need to see a photo of you more recently to workout how close you are to your genetic limit natty, but even then it's not going to be perfect, the best indicator is going to be how much lean muscle mass you are still putting on, if you have recorded that it's useful. The longer you lift, the smaller the gains you are going to be making, however if you are still above 5lbs a year then I wouldn't be overly concerned with PEDs yet.
I can't really speak about David's program because I don't know it, what I could recommend is basically just pirating the PDF of Greg Doucette's workout plan and cookbook, I also recommend checking out his vids.

Its not about strength alone, its about the increases. If a guy puts on a few pounds on his lift per month at max all the time, then suddenly he can bench 50 pounds more already being elite level, this is a clear indicator of ped use. He also got gyno.idk what his strength gains are but i expect a 6'2 guy with extensive lifting experience to be pretty strong.
