Height is not solely genetic.

Because their genes combine to create new phenotypes, and some genes are not expressed or recessive. Generally, short people will have short children on average, but outliers exist. This is known as regression to the mean. Some people don't fall around the mean, and so will be taller or much shorter than their parents.

^Imagining two short parents, most of their children will also fall around their height (the red line), but a small number will be taller or shorter.

Similarly, some peoples genes combine and have a high risk of creating mentally ill or disabled children, even if the parents are completely normal. You win some, you lose some.

It is also possible that some people are tall due to mutations (which their parents wouldn't have). Some single genes give a huge boost in height.
