If I am not seeing growth does it mean my plates are closed

I’m almost 17 and I’m going to use hgh soon. I have seen barely any growth since summer I’ve seen a little in frame. I only need like 1 more inch . I have no way to check plates I’m guessing they are still open but my genetic hgh secretion is finished and I need to spike it again with hgh.
