You make friends and girlfriends by talking to people, keeping in touch with them and then going out with them. In a social group you will make friends with people they will make friends that make friends then a circle forms where everyone is friends with each other (you must be in that circle). I guess you'll meet people from dormitories, classes, sports teams, etc. If gl you can pull in libraries.
