Yeah but if you are young and somewhat gl you can pick up girls at malls, 7/11 cashiers etc. All the beer girls (Young and pretty) are not pay for play but will go with you if you look good.

I would stay in Pattaya for sure. Soy 6, 7, 8, Lk Metro area. Bath bus system is excellent for getting around.

Rule number one is to ask, nobody will get offended and most will happily go with you to a nightclub or bar or whatever as long as you foot the bill. I prefer Thai nightclubs as they are cheaper and you can bring your own bottle of booze with you and just pay for mixers and ice like the Thai do. Girls love it too. There you can find a LOT of non pay4play girls and the prettiest ones too. Check out Hollywood club for example.

Be aware that almost every girl you see at the regular whoring streets and walking street either work at the bar or a free lancers so they are prostitutes even if they say they are not and go with you for "free".
Some are selective and just go with gl guys.

If you find a girl you like ask her to go for a trip with you. Like take the ferry from Pattaya to Koh Chang for a couple of nights. It's beautiful there and the girls love it.
