I've read that the effects of minoxidil kick in in 4 months, if I use first topical minox for 2 months and then switch to oral then would it be like starting over again?

I am just applying it in a specific spot where I lost density because of continuous pulling, I didn't lose hair in any other part of the head. I don't see any reason to use orally vs topically.
Topical is more effective, cheaper and will only grow/regrow hair where you need it with minimal systemic absorption.
(If you are worried about skin dryness - there is a minox foam that works as good as the liquid, although it may take longer to work)
Another thing to keep in mind, it was never a hair loss drug in the first place. It's a heart rate modulator.
Consistent systemic minox will lower your heart rate, and can cause things like permanent ED (erectile dysfunction).
So little of topical minox is absorbed each time you apply it (as the amounts are minimal, like 0,5ml, of which a few % will go systemic) it's not an issue at all.
