Too unnecessary and a waste of money and time.

hair transplant, it will be cheaper and safer. the downside is that you will have to wait a year for your new hairline. if you get a forehead reduction you will still have to do hair transplant afterwards to cover the scar and replace some follicles since you will lose some hair from the forehead reduction.
