It's just like a server or computer running a video game, it wouldn't exactly be God, but the person controlling it though could have unlimited powers, be able to modify and edit the game, etc., but it also depends on the nature of the simulation - if it's like a single player game, you are actually the person running the game, you are here alone(solipsism), everybody else are just NPCs, but if it's like a multiplayer game, then others are controlling it, and you are just plugged in here right now like in a massive online game and you have to follow their rules.

I am not sure, there are many possibilities here, it could also be a mixed type of simulation, where you are also actually everyone else too, your consciousness is split over every human being and you are observing everyone else at the same time, so life is less let's say like a game of World of Warcraft, but more like a game of Sims where you are watching over multiple people at the same time, there is a famous short story based on this idea - that you reincarnate out of chronological order and you will be every person that ever lived on earth:
