It's pointless, if you go to school, work, gym or are in the same social circle with the same person, you're still gonna see him everyday, and he still could annoy the shit out of you...
BTW, in a Black Mirror episode, people had chips implanted into their brain and could actually block people in real life - they appeared as a white blob and their speech was jumbled. Those with criminal records or who became unpopular for whatever reason, were blocked by almost everybody.
