This is kinda true the avg light color is very murky can barely see shit unless up close
or light shining on the eyes.
But There are still people who have mesmerizing light eyes in any lighting
creating a piercing aura That could never happen to any one with brown eyes

I live in an ethnic area, and I remember in college I was sitting in an art room with lots of windows when every girl despite facing the other direction started to give me ten times more attention. They would look at the teacher and then look at me, it was so obvious it looked like i was performing a street show, some guys looked but not as many. I was confused i didn't know what happened, then some guy said that it was the way the sun from the window hit my blue eyes and it looked like they were glowing. Lighting can be huge but location also matters.
