It wouldn’t give hive him a PCT but would give the illusion of a more neutral/positive tilt.

I am the same as you. I have negative hooding which gives the illusion of negative tilt.

You can't change your canthal tilt at all. Most people have PCT/Neutral CT. The guy in the picture already had PCT but his ptosis and droopy lower lid made his eyes look worse.
