His forehead forehead height and width is not proportionate to his lower third height and width.

Having an upper third that is disproportionately and noticeably larger than the lower third is what creates that lightbulb face/skull shape. Essentially a neurocranium that is noticably larger than the splanchnocranium (from the front).

I would say this is most evident in people like KSI and Leo. It's less evident in Chico but still noticable.
