Not neccesarily. If you live in a super tall area on avg 6ft it is over at 5’9

I’m 5’10 and my frame and skull and everything is smaller than a 6’2 normie average guy in my area. I’m sub average at this height in my locale

Height does not correlate with big head or frame. I have seen plenty of manlet with big skull and big frame. Its just genes in the end.
