Do I need parents consent plus is it needed to fully ascend if I have pic elf ears..
 
Yes it's possible. However, doctors are often a bit reluctant to operate on teenagers (12-18 yo) due to the higher risk of hypertrophic scars. This risk is lower in children and adults. That's why those same doctors will regularly operate on 7-11 yo patients, as the ears take their final shape around age 7.

No, I'm saying it's too early for the highest chance of optimal healing, and that some doctors could advise you to wait until you turn 18 yo.
If your protruding ears are really obvious and affecting your self-confidence, some other doctors will probably agree to operate on you with a bit of insistence (and the consent of your parents). In that case, you will probably be warned of a higher risk of developing hypertrophic scars.

and these scars wont happen if I wait until 18
 
They are less likely to develop once you have stopped growing. I haven't read studies on this topic, so I can't give you accurate numbers. You'll probably find such data if you do your own research.

Note that if you're black, you are naturally more prone to develop cheloid/hypertrophic scars. So if you're a black teen, I guess these higher risks add up and make you an even worse candidate for otoplasty.
